A Driving license is a government issued license certifying that the holder is eligible to operate a motor vehicle (car, bike, bus, truck and so on). Any person who wishes to operate a motor vehicle is mandated by law to hold a valid driving license, failing which the offender is required to pay a fine. Repeat offenders may also face jail time and/or fine.
It is also accepted as a proof of identity and address proof for many documentation and legal purposes. It lists the name, D.O.B and address of the holder. Individuals, who have shifted their permanent residence, must make changes to the address on the driving license, by making an application to the respective Regional Transport Office (RTO).
How to change address on the Driving License?
Step 1:
Obtain a Clearance Certificate (CC) or No Objection Certificate (NOC) from the Regional Transport Office (RTO), from where the original driving license was issued. For individuals who have shifted from a different state, a No Objection Certificate (NOC) is mandatory to change the address in another state. Individuals, who have shifted to a town or city within the state, can simply submit the Clearance Certificate (CC) and have the necessary changes made.
Step 2:
Write an application to the RTO, requesting them to make the necessary alterations. This application must be on plain paper.

After you have acquired the aforementioned documents, you must go to the RTO and meet the official in the Driving License Section. All the documents will be verified and the applicant is required to pay fees for the smart card and change in address. The applicable fees are Rs 20 for changing the address and Rs 200 for the smart card.

Step 5:
Once the receipt for fees is collected, the individual is called to take a photo and for biometric information like finger print scan and iris scan. After this an acknowledgement is given for future reference.
In case the applicant is changing an address within the same city, the new driving license will be sent to the residential address in a few days time via Indian Postal Services. If the change of address is from a different city or state, the driving license will arrive at the residential address between 30 to 60 days. This is because in this case, the application will be sent to the RTO that originally issued the driving license for verification.
