Outgoing barred without sending e-bil

Dear customer care, this is very embarrassing for me to write this mail, My name is Prasad Kadwe living in jammu(j&k). I am using your postpaid SIM since June 2015 (***********). I requested to customer care officers for the E-bill on prasad.kadwe36@yahoo.com since subscribing this no. for at least 5-6 times, every time they said " sham tak ho jayega sir" but still they didn't send me any e-bill. Yesterday some of your customer officer (Mr. Ansul) called me for the pending bill, in frustration I replied that I am not going to pay the bill, but instead of asking me the problem he immediately disconnected the call . Also the area of SIDCO Samba where I am using this SIM, the network is very poor, I cannot make any calls for the whole day so kindly look for better network in this area. At last, I am not going to pay the bill for above no. unless & untill I recieve the E-bill. I have sent this complaint to customercare@relianceada.com & rcomappellate.authorityjk@relianceada.com on 5th august 2015 & 12th august 2015 respectively to send the e-bill. But still there is no response from reliance communication & they have not send me the e-bill, today on 14th august they barred my out going. Information of my moblie usage is my right & I repeat that i will not make payment till I will get the e-bill. It is my request to resolve the issue asap & stop the harrasment & don't force me to complaint at the higher authorities. Prasad Kadwe Jammu(J&K)
